The statement marks a rare warning from the Chinese military towards the Philippines over its moves in disputed waters in the South China Sea. China and the Philippines have had several confrontations in the South China Sea, recently trading accusations about a collision between a Chinese coastguard vessel and a boat from the Philippines. The Scarborough Shoal is claimed by China, the Philippines and Taiwan. Beijing claims sovereignty over almost the entire South China Sea, including parts of the exclusive economic zones of Brunei, Indonesia, Malaysia, the Philippines and Vietnam.

Tense encounters like this, about 100 miles (185 km) off the Philippines and witnessed by a Reuters journalist, are becoming more frequent in Asia's most contested waters as China presses its claim of ownership over almost the entire South China Sea. China condemned the resupply mission, saying Philippine vessels had "intruded" in its waters in the Spratly Islands without its permission. The stakes are high if this brinkmanship turns to miscalculation in the South China Sea.

Philippine President Ferdinand Marcos Jr, in his first remarks over the latest flare up, said the Philippines was upholding its rights to fish in its exclusive economic zone. China, which says Scarborough Shoal is its territory, has chided the United States for what it calls provocations in the region. Since cutting the floating barrier, the Philippines has observed less Chinese presence in the shoal, Tarriela said. There were three Chinese coastguard vessels and one maritime militia ship seen from an inspection flight on Thursday, versus seven Chinese vessels last week, Tarriela said. There were two Filipino vessels fishing in the shoal, but it remains a struggle to enter the lagoon, he added.

Chen told CNN he “felt sad, angry and afraid” after receiving such a call on July 21, when police told him to undergo a psychiatric evaluation. When evening fell, he crossed the border into the Laos mountains, he told CNN – and by early August, he’d crossed the Mekong River and entered Thailand. Soon after posting his video, Chen was taken for questioning by Taiwan’s immigration authorities and the Mainland Affairs Council, he told CNN. Laos lies across China’s southwestern border and has long been a common, albeit risky, exit point for Chinese dissidents trying to leave the country.

Japan's government urged calm and said the South China Sea was central to regional stability. "Our country strongly opposes any conduct that heightens tension in the South China Sea," Japanese Chief Cabinet Secretary Hirokazu Matsuno said at a regular press conference. China on Monday said the shoal, which it calls Huangyan Island, was "China's inherent territory", over which it had indisputable sovereignty.

The Philippines has previously raised concerns over reported Chinese construction activities and the "swarming" of Beijing's vessels in disputed waters of the South China Sea, an area rich in oil, gas and fishery resources. Both sides also agreed to resume talks on oil and gas exploration in the South China Sea and discuss cooperation on areas including solar, wind, electric vehicles and nuclear power. Coastguards from China and the Philippines would also meet "as soon as possible" to discuss "pragmatic cooperation". Last November, when debris from a Chinese rocket fell in the South China Sea, a Chinese coastguard ship had stopped a Philippine boat from trying to tow it away.
